Project Management Consultancy Services
GENERAL OBJECTIVE
Acting as the Client’s representative, within the contractual terms applicable, to direct, co-ordinate and supervise the project in association with the Project Team. The project manager will ensure that the Client’s brief, all designs, specifications, and relevant information/data are made available to, and are executed as specified with due regard to cost, by the Design Team, Consultants and Contractors, (i.e. the Project Team), so that the Client’s objective are fully met.
Scope Of Services
The services provided by a Project Management Team varies according to the Project and the Client’s specific requirements, but may include, but are not necessarily limited to, the following responsibilities and duties which are not listed in order of priority or sequence which are as follows
Initial Stages with Clients
Project Manager’s Brief
Set out the terms of engagement and basis of reimbursement of the Project Manager and establish the full extent of his authority and responsibility in unambiguous terms.
Client Involvement
Define the degree of involvement required from the Client and define clearly a modus of operandi between the Client and the Project Manager. Set out clearly the approvals required by the Client, indicating time constraints on approvals.
Viability of Project
Assess the financial and technical viability of the project from the initial information provided by the Client.
Funding
Establish what funding arrangements exist for the project. If necessary, assist the Client in obtaining finance and making adequate financial arrangement for the project.
Communication and Reporting
Outline the communication channels, meeting schedules, and frequency between the Client and Project Manager. We’ll also set up the necessary reporting based on the Client’s preferences, ensuring regular updates on key areas including expenses versus budget, estimated completion costs, ongoing schedule and budget updates, as well as any design alterations.

Project Brief and Feasibility
Collaborate with the client to develop a comprehensive project brief, including management and technical functions, boundaries, and feasibility assessment in terms of technical and financial viability.
Programme and Design Team Selection
Prepare a project schedule in line with the client’s requirements and advise on the selection of a design team, recommending their appointment and terms of reference.
Government Approval and Site Investigation
Assist in obtaining necessary government and local government approvals while arranging for site investigations, such as topographical surveys and soil testing, essential for project design and construction.
Preliminary Drawings and Budget
Ensure the preparation of conceptual engineering drawings for planning approval and budget establishment. Develop a budget with investment proposals and cash flow projections.
Outline Planning Approval and Feasibility Report
Address issues related to rights of way and easements, and verify that statutory authorities can provide essential services. Finally, compile a comprehensive feasibility report outlining all project aspects for client approval.
Pre-Construction Stage
Contractor Selection and Pre-Qualification
Establish procedures for selecting contractors, including pre-qualification, contract terms, payment methods, and labor policies.
Management and Communication Structure
Develop a clear management structure with defined roles and responsibilities, alongside effective communication protocols for seamless task execution.
Design and Budget Management
Focus on design proposals, budget monitoring, and costing systems to align with cost budgets while ensuring compliance with specifications.
Contract Documentation and Tendering
Compile comprehensive contract documents covering quality control and testing requirements. Then, recommend contractors for client approval and evaluate tenders to ensure proper contract execution.
Site Inspection and Monitoring
Implement rigorous site inspection practices and maintain a workforce for quality control, ensuring continuous monitoring of construction progress throughout the pre-construction stage.
Construction Stage
Progress Monitoring and Schedule Control
Provide guidance to the contractor on procedures, report progress, and address potential delays. Oversee design information flow, client approvals, and maintain project schedules.
Site Management and Safety
Ensure the erection of hoarding and protection, record site conditions, and maintain safety and health standards. Conduct regular inspections of all construction work to ensure quality and safety.
Financial Management
Certify and arrange for regular measurement, valuation, and payment to the contractor in accordance with contract requirements. Monitor the budget, minimize variations, and provide cost-to-completion updates to the client.
Quality Control and Testing
Ensure construction aligns with specifications and contract drawings, maintain quality control procedures, and review technical documents from suppliers and subcontractors. Evaluate change requests and recommend measures to uphold cost, schedule, and quality.
Issue Certificates and Coordinate with Statutory Undertakers
Issue necessary certificates on behalf of the client and manage orders with statutory undertakers, ensuring adherence to project schedules and requirements.
Completions
As-Built Documentation Oversight
Responsible for coordinating and verifying the preparation of comprehensive “As-Built” Drawings by the designated consultant to serve as essential references for the project’s future.
Final Accounting and Claims Resolution
Ensure meticulous adherence to contract conditions while managing all aspects of final accounts, including the prompt settlement of any claims in accordance with contractual obligations.
Manuals and Documentation Delivery
Oversee the timely provision of all requisite operational manuals, drawings, planning documentation, lease conditions, and instructions to the client, ensuring a seamless transition to project operation and management.
Defects Liability Period Management
Actively monitor construction activities throughout the defects liability period, conducting thorough inspections upon its expiration. Release retentions upon the completion of any remedial work and issue all requisite certificates in strict accordance with contract stipulations.
Cost and Grant Advisory
Provide comprehensive advice to the client regarding the final project costs, facilitating grant and tax considerations. Assist in the grant acquisition process in alignment with the original project brief and supply the necessary final cost feedback information as requested by the client.
Maintenance
Routine Maintenance Planning
Collaborate with the client to develop a comprehensive plan for routine maintenance of the project, ensuring its continued functionality and performance.
Periodic Maintenance Guidance
Provide expert advice and assistance to the client regarding periodic maintenance activities, ensuring that the project maintains a consistently high level of serviceability over time.
Emergency Repairs Support
Offer valuable guidance and recommendations to the client for addressing special repairs during emergency situations, such as flood damage, ensuring swift and effective response measures are in place.
